EBRD experts’ team undertook a mission to Cairo on 4-10 September 2016 PRINT E-mail

[17/09/16] The Ministry of Finance of Egypt invited the European Bank for Reconstruction and Development (EBRD) represented by Eliza Niewiadomska, Senior Counsel, Legal Transition Programme; the OECD/SIGMA, represented by Erika Bozzay, Senior Policy Adviser and Paulo Magina, Head of the Public Procurement Unit at the OECD/GOV; the UNCITRAL Secretariat represented by Caroline Nicholas. The parties also discussed the development of a strategy and the roadmap for training on public procurement in Egypt, the UNCITRAL standards for framework agreements and proposed draft regulation on framework agreements, as well as exchanged experience regarding electronic procurement reform and developing tools for implementing high value procurement and aggregated procurement (framework agreements) as well as online shopping for small value contracts.

Events_agendaThe training session on developing a strategy and a roadmap for training on public procurement in Egypt was held on 6 September 2016.

Erika Bozzay in her presentation talked about SIGMA public procurement training manual
for EU enlargement countries.

Paulo Magina in his presentation explained what is a capacity building in public procurement, why a strategy needs to be developed and what are the ways of assessing the needs.

The second session was devoted to national experiences in development and implementation of a training session.

Angela Russo, International Relations Department, Consip SPA, Italy, gave a presentation on the experience of Italy. Representatives of the Basil Fuleihan Institut des Finances and Ministry State for Administrative Reform presented Lebanese experience in building capacity for public procurement.

Agenda The workshop on framework agreements was held in Cairo on 7 September 2016.

In her presentation Caroline Nicholas introduced  global legal standard for framework agreements – the UNCITRAL Model Law.

Erika Bozzay gave a presentation on framework agreements in the 2014 EU public procurement Directives.

Paulo Magina in his presentation discussed practical benefits of implementing electronic framework agreements for high value procurement  based on different experiences from different markets.

Angela Russo presented electronic framework agreements in Italy - tools for centralised procurement.

Tato Urjumelashvili, EBRD UNCITRAL Initiative expert gave a presentation on the online shopping for small value contracts in Ukraine in which he portrayed successful implementation of the Ukrainian electronic procurement system Prozorro.
