EBRD consultants visited Kiev to discuss the progress of eProcurement project Prozorro PRINT E-mail

MEDT_meeting_Aug_2015 [04/09/2015] EBRD consultants Tato Urjumelashvili and David Marghania took a two week mission to Kiev to assist Public Procurement Department of the Ministry of Economic Development and Trade of Ukraine (MEDT) in second phase of implementation of eProcurement project Prozorro. Second phase includes conducting micro value contracts below Ukrainian thresholds for procuring entities from 24 regions of Ukraine.

During the mission EBRD consultants provided Public Procurement Department of MEDT and state owned enterprise “Vestnik”, responsible for publication of tenders in Ukraine, with the following information:

●     Prozorro dispute review board concept on micro and high price procurement;

●     concept of information exchange between Prozorro central database and private platforms, service level agreement (SLA) templates for Prozorro private platforms and central database of Prozorro;

●     public discussions of Draft law on public procurement in Ukraine;

●     minimisation of risks during the migration and transfer of Prozorro System from TI-Ukraine to “Vestnik”;

●    participation in the seminar organised by the representatives of open contracting data standard (OCDS) and World Bank about the pioneering of OCDS in public procurement by Prozorro in Ukraine.

The mission ended on 4 September with the discussion of current stage of the reform and next steps between EBRD operation leader Eliza Niewiadomska, EBRD consultants Tato Urjumelashvili and David Marghania, deputy minister of MEDT Maksym Nefyodov and Director of Public Procurement Department of MEDT Oleksandr Starodubtsev.
