Caroline is a lawyer with the International Trade Law Division of the United Nations Office of Legal Affairs (the Secretariat of the United Nations Commission on International Trade Law (UNCITRAL). She serves as the Secretary to the UNCITRAL Working Group on Procurement, which recently adopted the UNCITRAL 2011 Model Law on Public Procurement.

Samira, national of Azerbaijan, is a licensed lawyer. Currently she is with the International Trade Law Division of the Office (the UNCITRAL secretariat), working on various issues of international commercial law within the purview of UNCITRAL and servicing UNCITRAL and its working group in the area of public procurement. She is also dealing with the rules of procedure and other general aspects of UNCITRAL and issues arising out of relations of UNCITRAL with the United Nations General Assembly and other United Nations bodies, in particular in the context of the rule of law and the United Nations development agenda, including the achievement of the Millennium Development Goals.

EBRD Operation Leader

Eliza Niewiadomska is a principal counsel in charge of the public procurement sector at the Legal Transition Programme of the European Bank for Reconstruction and Development in London. Eliza received her Masters in Law from Warsaw University, before studying economics at University College of London (MSc. in Project and Enterprise Management). A senior legal expert with over twelve years of professional experience in legal advice and procurement management, gained at key positions in government in Poland.

Senior Adviser, Procurement Policy Department, EBRD

Evgeny, a Russian national, is a senior advisor working at the EBRD Procurement Policy Department. He coordinates the Bank's policy dialogue with the governments of the countries where the EBRD operates in respect of public procurement. He also provides policy and specific project implementation and risk management advice to the Bank's operational teams and clients across all sectors and countries of the Bank’s operations.
Kroytor_Olya2 Olya Kroytor
Counsel, Legal Transition Team, EBRD

Olya works on public procurement and dispute resolution matters and joined the EBRD’s Office of the General Counsel in 2014. She holds her Ukrainian law degree from Yaroslav the Wise National Law Academy of Ukraine and an LL.M. in International and Comparative Law from the George Washington University Law School. Prior to joining the EBRD, Olya worked at the International Monetary Fund Legal Department in Washington, D.C., USA, as well as in private practice in Kyiv, Ukraine.
