David is an international public procurement expert with hands-on experience in creating and managing successful electronic public procurement systems. Before joining EBRD/UNCITRAL Initiative, he was serving in various state institutions of Georgia for 10 years. David is one of the authors of public procurement legislation of Georgia and implementation team members of public procurement reform (2009-2014). He was a member of Georgia's negotiating team in EU - Geo DCFTA in Public Procurement. Ge-GP (Georgian e- Government Procurement) platform, created from scratch in 2010, is 2nd place winner in category - preventing and combating corruption in public service, 2012 UN Public Service Awards. David drafted more than 500 draft laws of Georgia, including legislation on property and business registry, arbitration, enforcement proceedings etc. He was actively contributing to Anti-Corruption Interagency Council under Government of Georgia. Currently, David contributes to EBRD/UNCITRAL Initiative in Tajikistan and Ukraine.
