The World Bank and the European Bank for Reconstruction and Development (EBRD) have jointly held an electronic procurement Forum in Berlin on 13-15 December 2016. The theme of the Forum was "Moving Forward with E-Procurement”.

The main objective of the Forum was to provide an opportunity to public procurement agencies from participating countries from Eastern Europe and Central Asia to share their experiences and practices in electronic procurement, with a special focus on exploring ways of regional cooperation in electronic procurement implementation, transparency and efficiency aspects of public expenditure.

Eliza Niewiadomska, Senior Counsel from the Legal Transition Programme at the EBRD and Richard Gargrave, Senior Adviser from the EBRD Procurement Policy Department took part in the Forum, along with the EBRD international experts from all relevant countries of operation.

At the Forum Richard gave a presentation which focused on the EBRD Client e-Procurement Portal (ECEPP) which was created to allow EBRD clients to conduct electronic procurement of goods, works and loan-funded consultancy contracts for public sector projects financed in whole or in part by the EBRD (including EBRD administered grants), in accordance with the EBRD’s Procurement Policies and Rules.
